A cop I worked with a few years ago summed it up perfectly for me.
"It's not racism...or racial profiling. We call it an educated guess."
He compared it to the same logic used when shopping for apples at the local grocery. If you see a certain percentage of rotten apples displayed on top...you seldom dig to the bottom for the good ones.
