If the highest bidder have a hourly cap at 100 hits, then most traffic will not be sent to that campaign, but might be sent to a campaign paying less. We are not scamming anyone. It's a good explanation but it's kind of hard to believe people are paying between $6 - $60 for the same traffic from the same countries though. We have no way of knowing so given the way this business typically is people just assume they are getting screwed. I don't think we can see where our traffic was delivered to which makes it harder to check. Otherwise I could just hit up the owners of the domains who got the traffic and ask them "Hey, how much is Plugrush charging you for my hits? They are only giving me $6cpm" That would help keep honest people honest. But not only that it would also help to keep tabs on malware too where publishers could manually check the top sites they are sending to.
I have to say you guys are better than some others out there. At least you don't charge $5+2% for Paypal and your mobile rates usually are a bit higher for publishers.
