It's really depends of where you are and who you are. If you are a law-abiding citizen of a big city, you won't get booze anywhere except retardants what open 24/7 (Moscow never sleeps ;)). On the other hand, if you are a red-neck alcoholic somewhere in deep Siberian village, you'll get a bottle easily.
I have some mixed feelings regarding this restriction. As an adult I have a right to do anything I want and anytime I want if it does not hurt others. So if I want to buy a bottle of beer, why can't I do it? On the other hand I know, that I can always have a drink in the nearest restaurant. I can even buy a bottle of vodka/whiskey/tequila/whatever else there. Yes the price will be higher, but I know I can do that.
From the other point of view, I find it good, since headless underage idiots now have a real problem to get their booze and over-set all the night long. I'd better buy and extra bottle now (20:55 o'clock here and I have a lot of time to do so, because I have a supermarket right on the first floor of my home ;)) rather than to listen as drunk kids party under my windows

I don't think so. The cigarette and strong alcohol ads were banned many years ago and they didn't come back.
