Yeah, this isn't your garden-variety obselete surface to air missiles Russia usually ships out to the 3rd world. It's a modern weapons system, not current generation but the one right before that.
Besides shooting down cruise missiles (which wouldn't deter the US as they have 1000s) it also has a range of over 150 miles, so could easily threaten aircraft in Israel.
If I had to bet on it, I'd say Israel will wait until they're being assembled at launch sites and bomb them just before they become operational. Maybe some of the components have arrived in Syria, but with a system that complicated I doubt all the deliveries have been made. The real sticky point is that there are probably Russian personnel there overseeing their installation.
