No shit, but the USA and Brazil have some silly quarrel going on over it. It's been going on for a while. Walk into any Brazilian consulate or Embassy and ask them about it, they will tell you straight to your face they make it hard to get a visa there because of how hard the USA makes it for their citizens.

The 5 year visa is the more difficult one to get. The one year is fairly easy, but depending on what office you go to, some of them make it difficult for no other reason than that is what the USA does to them.
