As I've said before though, it really does take a certain character type to be a police officer, and acting like a dick because the other person didn't act the *exact* way you want them to, or turn into a submissive wreck, while on a power trip is up in the top 3 traits required.
Should be arrested and charged/punished accordingly for assault etc

But where do you see them acting out? Do you honestly mean to tell me that these two cops just decided to beat down on this woman for no real reason knowing there was cameras recording everything? i find that hard to believe.
I saw a woman who got to make her phone call and then was being escorted back to her cell - and refused. The police tried multiple times to get her to go back to her cell and she continued to refuse them. Eventually force was used.
You seem to have an issue with police officers. You seem to think that having a "power trip" is a top requirement for being a police officer. Well, do you have any friends that are police officers? I do, and their stories are amazing. Every day they deal with the bottom of the barrel - the people stupid enough to get into trouble in the first place. They don't have power trips; They just want to get through their day without being shot, kicked, hit, punched, smacked, or spit on or worse.
This woman was under arrest in a police station. "Oh, you don't want to go back to your cell? No problem, let's go to Starbucks instead". It doesn't work that way.
