Most people have no idea how to train a dog to bite on command. Police dogs are trained for that and it takes a lot of time and effort. A friend of mine is a K9 cop and I have seen some of the training they do. It can take more than a year of constant training to get a dog to attack on command (of course they also train them to stop attacking and and do other things during that time).
In that video it looks like the dogs are coming after her, but they don't look too serious. Had she stood her ground and hit them on the nose there is a good chance those dogs would have hauled ass the other direction. It even looks like the dogs are wagging their tails as they ran after her.
One of the things they do with police dogs before they even start to train them is a temperament test. They see how the dog reacts when something smacks it in the nose. Almost all dogs cower or back off. The few that don't are the ones that can move on and be used.
Of course, if these dogs had the correct temperament, her hitting them would have done no good, but it likely would have been better than trying to run away which does nothing but build the dog's confidence.
