little dogs are no more stupid than big dogs. it's common knowledge the beagle is considered to be one of the smartest if not the smartest breeds.
I've had dogs my whole life. From Shelties, labs, Rotts. I've never had a single dog that would roll over and allow its self to be attacked by another dog. It's not in their nature.

I have a large dog now. He is very gentle with people, kids, other dogs and even cats. He will defend himself each and every time if another animal tries to attack him. It's his nature, they're animals. I keep my dog leashed and under my control at all times. It's my responsibility.

If an unleashed dog approaches my dog, I will put myself between the two. If the unleashed dog tries to start a fight, I will do my best to break it up and keep everyone unharmed. If my dog ends up doing a lot of damage to an unleashed dog that is attack him, that's the unleashed dog's owners fault. Period and full stop. That's how the law sees it too, by the way. Keep your dog leashed and I'll keep my dog leashed and there won't be a problem.

As for the beagle being the smartest dog, it's not even in the top 10.
