When a prisoner refuses to go back to their cell or refuses to put on handcuffs or pretty much refuses anything, they get forced.

When I watch the video I see no escalation of force. He grabs one of her arms and puts a handcuff on it. She isn't pulling that arm away or fighting with him, it looks like she is arguing with the other officer. Neither of them even try to grab her free arm. They don't grab her shirt and try to press her against the wall. Instead the one cop powerslams her face first into the desk.
Now, as I have said before, you can't hear what is being said so you have to take that into consideration, but it seems to me like they could have stepped their aggression up a little bit and at least tried to grab her other arm first. If they try a few other less intense things and she still is resisting then kick it up.
EDIT: I just went back and watched the video again. Fast forward to about the 3:40 mark. She is talking/arguing with one cop. The other cop comes up behind her and grabs her left arm and handcuffs it. The first cop grabs her right arm. They have control of her. She doesn't appear to be fighting them, but she is still running her mouth. That is when the cop who has her left arm grabs her by the hair and slams her into the desk.
To me she was not a threat to them. They had her under control and the level of aggression that was used was not needed.
