The biggest richer schools win so much that the NCAA has made subdivisions to
have smaller schools with lower budgets play each other. NCAA in 1978 started
a play off system for the lower division because those teams never got Bowl Games.

It's just bullshit.
Small schools will have 35-55 scholarships and richer schools have 80 scholarships.
How the fuck is that equal??
It sure as hell is not.
The richer teams have always been the winners and it will continue and the whole idea that not paying players or even awarding advance degree scholarships is keeping the playing field fair is the biggest joke/lie in the world.
