This is true for 99% of pay cam sites. But it depends by the agreement between site and performers, these can be written in many ways. In our sites we made it so the site does not own copyright of videos, these rights keeps property of the model. We as a site only got a temporary non exclusive license from the model, to broadcast it live to her users, much like your ISP or phone company can transfer your own video to another user, we don't own it, we only transfer it live. So it is very possible for an user to agree with the model (without even notify us, the site) to record her live video, ask her the 2257 docs and pay her, and we just was the ISP transferring video from producer to who buy content. This is perhaps not happening or popular (simply people record caps with no consent of anyone, as usual), but really DMCA complaint to tubes should be sent by the model, not by the site, if any - according to our model agreement and TOS.
