You already can.
When in dashboard click on "My Sites" in the top bar.
It will then list all of your websites as well as let you create new ones.
I could add a sidebar button called "Create New Site" but I don't want to clutter the admin panel.
I might add a button in the sidebar to make it a bit easier...i'll have to see.
