I think there is a lot going on here. It's not like you get parking ticket and fail to pay it in thirty days and they knock on your door. I'm guessing it takes six months to a year, and then they issue a summons - meaning you have to appear in court. Miss court twice and then they issue a warrant for your arrest.
What else can they do? Take your driver's license away? So when you get pulled over you get yet another ticket that you won't pay? Then what?

Without knowing her personal situation in this case it is hard to say what they could differently, but businesses all over this country collect money from people who owe them all the time without arresting anyone.
There are always going to be cases where the people are just "in the system" or they know how to work the system. Maybe she is like that, but as I said, we don't know for sure.They could have done like the IRS would do and garnish her paycheck or seize her bank account or take money from a tax refund. If she doesn't have a job or a bank account it would be a lot harder.
I just think arresting someone and then ending up beating the hell out of the them over a $100 fine is ridiculous.
