I watched it again and this time I caught that the second part was the same incident with a different view. The officer put his hands on her a little soon when he seemed to push her back and it wasn't good that they shoved her into the table BUT before that it looks like she is screaming at the officer. It also looks like she was pissed off after he cut off the call. She stormed away and said who knows what. But he also seems pissed by how he twirled the chair around as he went after her.
I put it 70% on her 30% on the police. It's not a good idea to scream at the police or get mad. Her body language makes it appear that she was screaming at him and refusing his commands but yeah I have no idea what was being said so I can't say for sure. This is just how it looks. I guess we disagree?
EDIT: It does look like the officers lost control of themselves. I will say that much. That isn't supposed to happen but I have no idea what was being said.
