It's a different culture down there, but the authorities are very vigilant on child pornography and underage prostitution since they enacted new laws around 2008 closing some very glaring loopholes making it a pedo paradise. I believe FP's operation is on the up-and-up or he would have been blackmailed or incarcerated pretty quickly.

We do everything as legitimately as possible... Parents with the girls at each shoot, they are all explained exactly how things work before being hired and are shown examples/websites/etc... Parents/models sign permission forms before working... Content is not necessarily as tame as a 'Sears catalogue' but it's not pornographic either. United States federal law describes CP as (besides the obvious) 'lascivious exhibition of the genital area'
Authorities here are more worried about back door operations or websites that might involve actual prostitution/contact with the models... or gringos coming over and filming themselves on their camera phone having sex with minors....
I work with a registered model agency and things like that. Again, not saying I'm a HUMANITARIAN or beyond criticism like some ignorant assholes here want to go on about....
