Every major law enforcement agency in the country has something similar. I am sure LA has dozens of them. They are needed in case of riot control or the next time a gun man with amour goes nuts in the city.
I wonder how many sites the DHS is required to secure. Thousands of airports, ports, government buildings, borders, oil storage facilities.... Not too far from me in Martinez California there is a huge oil refinery with dozens of massive storage containers. The only think preventing someone from leaving the freeway and driving right up to these huge tanks is a chain link fence. Every refinery should have two or three of these armored trucks.
Ironically, on my drive up from LA yesterday I saw a DHS "tactical command center" truck on the freeway...
