Probably. The degree to which would be determined by their political affiliation. "like is attracted to like" - in other words, if 3 animals - say 2 wolves and a fox come together in the forest that have never seen other animals before, the two wolves are likely to stick together and likely attack the fox. This is true from simple bacteria all the way up the ladder of living organism to people.
Its pure insanity that we aren't allowed to say that Obama got votes because he was black. Of course he did. My gf admitted to voting for him because he was black (she's not white). Black people are going to be more likely to like someone more similar than someone more different. Hispanics are more likely to favor a democrat. Blacks are more likely to favor a democrat. Blacks are more likely to hold a more favorable view of a black president than a white president.
Polls don't really take an individuals own cognitive bias' into account.
One thing that is for sure though is that all these scandals happened at the worst possible time - when approval ratings are generally weak anyway.
At the end of the day, the pendulum of Democrat and Republican will continue to swing back and forth no matter what anyone believes is right, wrong, good, bad etc.
