Not sure about California but in just about every place you are entitled to peaceful enjoyment. I would tell the landlord you are unable to work because of the noise and to let you out of the lease (or put you in another unit) or you will sue for moving expenses, etc.
Soundproofing is out of the question because of the expense and it is almost next to impossible to soundproof that kind of noise because it radiates through the studs and into your walls. If the landlord is resistant then start recording the noise for proof, break the lease and move, fuck that shit.
