This is a myth.
You forgot the currency exhange rate and you mix eastern European countries with the ones that are parts of EU. In Russia, mabye but most of the girls you speak of are from Czech Republic.
Scenes with nice girls shot in EU can easily cost more that in US and most likely will.
The main reason for shooting in EU is that the girls are nice, cute and fresh. Not the price.
