You are getting side tracking on fodder.
If you are a mailer, and you're pushing mainstream offers for ad networks as an example, you would want to be CAN-SPAM compliant per their TOS if you want to get paid for your efforts. If you're not, they can use that as a violation of their TOS and not pay you. I think most people would like to get paid.
If you want to be spamming and jamming pushing these other sorts of deals where you mail directly for some webmaster, or alike that's fine. You get paid, or pay the mailer up front, and they will spam your stuff out for you like a champ.
That is a completely different sort of mailing that what I was referring too. I was referring to mailers who push mainstream or affiliate program offers where you have to fall into some level of compliance to get paid by the ad network.
Based on some of the replied similar to yours, I am guessing some of these other mailers offering up their services are doing it differently. For example, they pay you $5000.00, provide your membership list or data, and then do a single/multiple mail drop for some webmaster/company,.... the mailer most likely do not give a flying fuck if he's compliant or not. He will get paid regardless of the end result. If that is what you're referring too, I concede your point that those mailers do not give a fuck if you're compliant as they get paid either way.
