That is a completely different sort of mailing that what I was referring too. I was referring to mailers who push mainstream or affiliate program offers where you have to fall into some level of compliance to get paid by the ad network.

I didn't get side tracked at all. You compared non spam compliant mailers to people who are installing malware and banging cards, not the same folks. I simply said that people from outside the US could give 2 shits about being can spam compliant.
I know of a few large US based mainstream ad networks that will take any kind of mail, compliant or not. If you get a lot of complaints, they will close your account and open a new one for you carrying your stats over from the closed one. If anyone important asks for the account info they will make up some Russian affiliate. Have fun going after them.

I have no idea what you're talking about. I have never heard of anyone doing this. Not saying it isn't done, but I have never been approached in this way.
