This is 100% factually untrue.
Each VPS environment is it's own partition, and runs it's own operating system, as well as it's own dedicated RAM. No other users have any access to any partition other than their own.
If you are paying for a VPS, and you are sharing your operating environment with others, YOU SHOULD LEAVE THAT HOST IMMEDIATELY because they are screwing you!!
VPS is an acronym for VIRTUAL PRIVATE SERVER. You should
not be sharing your operating environment with any other users.
