in my experience, your friend will not put on any new muscle after 40 without serious supplementation.

however, with a solid workout schedule and seriously proper diet he can gain back any muscle he maight have had when younger due to muscle memory. but after 40, the amount and quality of time away from the gym is even more important.

and it does in fact take years, as it does when under 40.
