I find it hard to believe that the CIA / NSA / Whomever thought that Snowden was on the plane, ran it all the way up the chain in a matter of a few hours to the President, and then back down the chain all the way to the French government to deny them landing rights?
I think France and other countries just said "fuck this, we don't want to get involved" and denied permission. The last thing any country wants is a situation like they have in London where Julian there is stuck in an embassy.

there's a lot of common sense in this and it could perhaps explain the fuel *issue* if nations further down the flight path were rerouting or whatever, the pilot could have thought it prudent to top off the tanks earlier than needed.
