Most likely, you're right.. that involves a lot of President to President phone calls to make anything like that happen. I would imagine it was all agreed to beforehand and they were waiting to push the button or they all agreed beforehand to at least stay out of it and stay neutral.
This stuff is like the opening day of Iraq when the important buildings were bombed, then later troops went in to secure it and confiscate all intelligence docs that weren't destroyed... every country went silent because all of the sudden, no one knew what was going to come out of it. I would imagine most western nations have something to hide and concerns regarding Snowden and things that might possible be said publicly.
