Purely from an evolutionary standpoint, the physically fit men have bigger dicks to signal they are more worthy of reproduction. That worked for about the first 99% of human history when survival relied only on physical fitness.
Mother nature hasn't yet adjusted dick sizes to match intelligence, but that will likely happen over a period of thousands of years. An alternative is that humans turn asexual after nature's adjustment to our ability to clone and use artificial wombs.
