i bet Venezuela and Nicaragua have top-secret fancy flying private jets that have 9,000+ mile ranges that don't need to refuel like every private jet currently flying. that way if they are denied airspace, they won't have to u-turn for gas prior to flying across an entire ocean.
when transporting heads of state, it just doesn't make sense to have to land after flying 4000 miles to have to refuel a small jet prior to flying another 4000 miles across the atlantic ocean + another 1000 mile across south america.
