Don't twist my words. Never said original plan was to fly without refueling. Maybe it was, maybe it wasn't. Maybe plan was to refuel in Austria, maybe in some other country such as Portugal.
What I am saying:
Usual refueling stops does not include:
13 hour delays
flight clearance canceling from all surrounding countries
unprecedented search of presidntial plane
