Depends on how you want to have it coded in the theme. There are plenty of slider plugins to choose from that you can install and use. If you want a slider built into the theme instead of using a plugin then it might be a little more work.
As for the three banners I suggest creating a widget area where you want the three to show up. That way you can control it via the widgets and not have to mess with the code anytime you want to change the banner.
