Seems like they gather tags (indexed pages have titles with tage-name) from tube sites with videos (redirect). I guess it's part of several networks (might be supporting site for these tubes). Such scripts are mostly written only for purpose of the network. It's kinda easy to make such script for most tube sites.
It's autogenerated content (more precise is copied content).
