1) As a general rule each billing provider will ask that you keep your chargeback rate low (1-3%). Sometimes it is based on the number of sales, sometimes they allow exceptions. It really depends on your history with them and how you handle the situation.
2) Yes, even with cams, customers can chargeback.
The best way to reduce chargebacks is to watch your sales closely for anything fishy, and encourage customers to contact you in case of any technical or other problems so that you can credit them yourself instead of asking their card company for a refund. This will help you keep your CB rate low and improve your service at the same time.
