Yeah, if you use pay as you go for your Mobile, then they will ask you to give them your card details or go to the post office (like in Germany). If you have a contract, they already know you are over 18 so all it takes is a quick phone call.
Regarding the billing if you do not have a credit card or dont want to use it online, there is a massive side of the industry that relies on Operator Integrated billing for all content on mobiles and tablets, where your charges go straight to your bill. (only over 3G, there is places like in France where they are as far as charging your IP so you can have Operator Integrated billing over Wi-Fi).
Either way good or bad this is going to change things for anyone making money from UK based users.
