Yep, and govt. employees are almost impossible to fire. So once they get entrenched, many of them are free to be as inefficient and lazy as they want to be.
They can't be fired, they can't even be "demoted".
Hell, instead they get PROMOTED due to tenure!
In other words, the longer they suck off the taxpayers teats..the MORE they get.
