the guy stole some documents from the comfort of his own desk/computer (copy/save)
then ran off to *enemy* nations with those docs, released a few that show no illegal actions (wrong, yes), and is now using the remaining documents, which he says has the real dirty stuff, to bargain for his own safety and security.
