Do this instead: Block the IP('s) of that proxy and inform your billing provider and they will blacklist that ip, machine or range.

Thanks, Mark. That's where we are at. Yeah, I dont want to get into anything too complicated just let ISPs know whats up. A cousin of mine happens to be a sheriff's deputy there. I passed info on to him.
