It was a statement made (along with others) to head off any argument for asylum... which has to have a basis in international law and adhere to treaties and agreements. It was likely a statement that was mutually agreed to beforehand as it benefits Russia.
As i told everyone time and time again, Russia would milk him for all he had... then they'll let him go. Most likely Snowden will be turned over to the USA as no one needs to headache and Russia has milked it for all they can in terms of sabre rattling and posturing.
