They said he could stay "so long as he stops....". In other words, they gave themselves an out. The get points with partners for romancing the idea of him staying... they leave an out to kick him out at any time.
He won't stay in Russia. Thats not going to happen. His ONLY value to any foreign country is to allow them a bit of posturing. Once thats spent... he's done for.
