It could be seen as that if you aren't careful. You definitely need to identify who you are, why the content is up, that you have a license or permission to use it, how much approximate revenue the content generates, how you are calculating the charge and what exactly the charge is for. For most people it makes sense to remove it since we're talking a minuscule amount of loss for removing the page.
It's better to offer the option rather than to be a dick and flat out refuse no matter if the model is willing to compensate you for lost revenues. If you're a dick and you make $5 a year from the content but you tell the model to pay you $3000 then you deserve an extortion charge.
