Well, you've answered the question quite literally so I can't fault you for that. I suppose you could even take it one step further if pressed and say that's what the specs said or that's what client wanted if that's the case, which would seem odd to me. But it still begs the question- why? Why did anyone make that choice instead of say, a mix of different lighting scenarios to feature on the tour such as a few bright daylight scenes, some indoors under daylight or mixed lighting, some at twilight, one or two in the relative dark etc. Something about the sameness of those dark scenes just seems kind of claustrophobic to me or something and not even in a moody purposefully done way. I'm not saying the sex action is bad. Just the repeated dark backgrounds look unusual to me. Just my opinion.
