The Syrian army is made up of Syrian people, even if they weren't under the command of Assad they're still not going to want to use chemical weapons of Syrian civilians. They will certainly want to attack/defend against the 'Rebels', but given that they're winning they have no need to use chemical weapons. Everyone in Syria will have heard Obama warn about a 'Chemical Weapon' "red-line" so anyone pro-Assad knows that a chemical attack will not benefit them. We have to ask who benefits? The 'Rebels' and the West are the ones who benefit when they get NATO on the scene and the eventual (desired) regime change.
