It's how they've configured the definition of a 'unique' click - the looser the definition the more uniques that will be counted, the stricter the definition is the lower the unique count will be.
If a program sets their unique cookie expiration to 24 hours a surfer might visit the tour 3 different days during a week and you'll see 3 uniques counted, if the program sets their unique cookie expiry to 7 days you'd only see 1, the original visit, counted as a unique.
Easy for a program to show a great conversion ratio when you count less uniques. CCBill client admin gives program owners lots of options on how to count uniques.
I think I set mine for 3 days expiry.
