It will start whenever they're ready for it, everything was planned back in the late 1990's. The plan to attack Syria and Libya was made before 9/11, but they were both meant to be attacked before 2007 so we're currently at least 6 years behind schedule. WWIII was going to start 2012, so expect the earliest to be 2018, but more realistically between 2020-2024 given that things move slower than planned.
