I don't agree with that but basically he painted himself more and more into a corner each time it came up. Now he's giving himself a way out and a way of not taking responsibility for a strike or not. Either he will say he was carrying out the will of the people and congress or he will say "the people have spoken and their message has been heard, loud and clear" or some other safe bullshit.
This guy should never be allowed to talk without a prompter - ever.
