His rank is E-9 Master Petty Officer (the highest Navy enlisted rank), so he is a "lifer" (hang around long enough and you get all kinds of medals - I earned a half dozen medals in an unremarkable 6 years in the Navy - I spent almost my entire enlistment on sea duty, and I was never assigned to a ship).
The images of people wearing military apparel and holding signs is not very convincing, in and of itself, since you can get such uniforms, medals, etc., at any Army-Navy Surplus store.
This is probably just be another wacky Libertarian false flag operation...
