I that's true, seems they have some very odd kind of "democracy" over there. In my country if FSB does something wrong, I blame Putin and his government because our army, police and secret services are being controlled by our president and his government directly. I can't imagine that somebody here say: "hey, this operation was done by FSB and Putin hasn't even knew about it!". Because that's a complete bullshit.
