True. Still, this operation was a major failure with so many civilian casualties due to chaos and lack of proper organization. Beslan school massacre was even worse with so many children killed - 318 hostages and 31 terrorists killed. Russian gov & specials forces tend to care more about killing terrorists than saving hostages.
