From what I understand as long as you used the account to upload videos before and/or you watch videos or log in every six months it won't be deactivated for inactivity. Deactivation and recycling happens when they suspect name squatting.

I have a three year old account with two videos uploaded. I haven't logged in to the account in at least two years and it's still there.
