No,you cant,you need to use always use ATM machine,same goes with any debit/card which is not from bank where do you want to go.
Tho,some non-bank services(like post office,gas station,etc)can offer withdraw of money with pos machine but i think they taking a commision for that.And when it comes to dollars,that is not possible either,it is always in local currency,unless again you go to bank with same bank card.
