Then he is a US citizen if his parents registered him at the Embassy or US Consulate anytime after his birth. All it takes is one parent to be a US citizen.
I live in Thailand and have a Thai partner. If we have a child, on foreign soil, all we have to do is go to the US Embassy (or Consulate) with the proper documents, and he/she will get a US passport and be a US Citizen. A couple of my friends here have done exactly this.
This is 100% fact.
As a side note... They will also be required to pay taxes (or at least file) when they are employed, even if they
never step foot in the USA or use their US passport. The IRS have been going after US citizens who were born and raised abroad, never stepped foot in the USA, but had a passport and are employed abroad, but didn't file with the IRS. Funny world we live in.
