That is not to say he could not go to UK, but permissions, agreements etc would be needed from those managing his home arrest and UK passport and border control.
Hard to see why UK would want someone facing criminal charges visiting, although if their office was in North Ireland, the company would be paying UK taxes the sort of hypocrisy governments revel in.
But it's not, that was the whole point of being in a (non UK) low tax area - the office is in Dublin in the South/Republic of Ireland, where there's good tax breaks, but they're outside the Schengen Area also.

I don't see that Dublin would deny him entry if Belgium said OK - He has/had a lot of money invested their after all - Then he could travel to London unencumbered...
